OpenLiteSpeed PHP Version Reliability Fix
We resolved an issue where PHP version changes were not applying correctly on OpenLiteSpeed (OLS).

- No mismatch between selected and active versions
Switching PHP versions is now safer and more predictable.
- Proxy & PHP Timeout Alignment: Fixed mismatched timeout configurations between proxy and PHP to prevent unexpected execution failures.
- System Cron Fix: Resolved missing cron configuration on minimal OS images to ensure scheduled tasks run consistently.
- CPU Usage Optimization: Optimized internal status-check handling to prevent occasional CPU spikes.
- Improved S3 Backup Error Handling: Enhanced error trapping to prevent silent S3 backup failures and improve transparency.
